Hulse Wagner


Hulse Wagner joined the firm in 2016, after having practiced law for almost 30 years with a Galveston/Houston based firm. He focuses his practice primarily in the areas of commercial real estate and business transactions, and also has extensive experience in public and municipal law, having served as general counsel for the Port of Galveston, a municipal port authority, for over 15 years.

Hulse is Board Certified® - Commercial Real Estate Law - Texas Board of Legal Specialization, and holds an AV Preeminent® peer review rating of 5.0 out of 5 from Martindale-Hubbell®. He is admitted to practice in the State of Texas and the U.S. District Courts for the Eastern and Southern Districts of Texas, and is a member of the State Bar of Texas (Member, Sections on: Real Estate, Probate and Trust Law; and Business Law) and the Houston Bar Association (Member, Real Estate Law Section).

Hulse obtained a B.A. from Trinity University, 1982, and a J.D. from The University of Texas at Austin, 1986.

Representative transactions include: development of cruise terminal facilities financed through public/private partnerships utilizing a local government corporation financing conduit; ground leases of shipbuilding and dry dock facility, a container terminal facility, a harborside hotel/restaurant/retail project, an oil storage terminal, and grain elevators financed by special project revenue bonds; sale of cell tower facilities, a hospital, a ship fabrication and repair yard, controlling interests in a cellular telephone company, a business providing filtration equipment in refineries, petrochemical, and chemical plants, and a leading online resource for news, jobs, data and events for the oil and gas industry; purchase of multiple properties to be developed as build-to-suit leases for a retail store chain, a shipyard facility financed by subordinate lien revenue bonds, a wastewater treatment plant, an offshore marine service facility, and apartments (in undivided interests) as replacement property in a tax free exchange.
